Not happy with my body

Hi, for context, I'm a 19yo female. I am 167cm and I fluctuate between 59.9-60.5kg ("60s Hell"), and I hate how I look and feel. In high school (When I was 17), I was 66kg. I managed to lose it due to changing the quantity of what I eat, but that no longer works.

Unfortunately, I typically skip breakfast because I have work early in the morning, leading me to snack profusely later in the day. I really need tips to how to stop snacking (I'm open to absolutely anything).

By logic, I know I am healthy, however, I don't feel that way. I hate how my waist, triceps, knees, calves, and back look. I have come to the conclusion that I would like to reach 57kg, but I also know that starving myself is not going to help.
