Newbie how do I lose weight?

Apologies for the (kind of) broken English you are going to read, English isnt my first language, so I struggle with sentences a bit.

Anyway hi, I'm 18F, 62 kg, 150cm, so I'm classed as borderline overweight/ obese. I currently weigh 62, but its been fluctuating around the 62-65 range for like 3 months now, and hasn't gotten any lower. Ideally I'd like to be below 60kg.

I've started calorie tracking since March, and calculated online my maintence is 1500 something (for a sedentary person, I don't walk much other than walking around school, so max 6000 steps, although I'm trying to get more steps in after school and exams are finished and summer starts since I'll have more time) , anyway so I've been eating an average of 1400 cals for 4 weeks, but the weight wasn't dropping, so I've cut my calorie allowance further to 1200-1300, but did that for 3ish more weeks and I was still around the 62-65 range. According to online calculaor apps I wouldve lost 1kg in 2 weeks, but I havent lost any.

Now my meals kind of range in calories? From 900-very occasionally >1300, on average 1100 or 1200 ish. I weighed myself today and I weigh 62kg. I'm confused why I'm not losing weight since im eating in a deficit? I dont eat out much either so most food I eat is homecooked, other than school food, but I usually eat like 3 bites then Im done.
