Last 5 kg, still struggling

I lost 16kg last year going from 91kg to 75kg. My goal is 70kg. (F 1,72M). Since the beginning of the year i struggle a lot with my weight. I started off with 1600kcal, which i constantly failed to maintaine due to diet fartigue. Then i started to attend the gym in march, increasing my activity level to twice a week volleyball, once running 5km, once yoga, and twice gym per week. I started eating at 1800 kcal. And still no change in weight. At this point i am tired and just drastically decreased my calories to 1300kcal and still never got below 75kg. I'm tired, binged the last days and now back up again at 76,5kg (don't worry i know that this is not fat). But it's depressing that 5 months passed and nothing changes anymore.

Obvious answer: i'm not in a deficite? If i eat 1300kcal 5 times per week, i can compensate my weekends, i am not overeating by 5000kcal on the weekends? I weight everything i eat. I suppose this low calorie budget might even result into worse performance in sport?

My waist meassurements changed since the beginning of the year by half a cm....

Any tips?
