Is it possible I’m not in deficit ?

F25 162cm 56kg 25% bf

Count and weight everything. Went from 63kg to 50kg in the past but gained some weight recently. Been losing slowly but surely since last year, until this summer when it started to plateau a lot. Fast forward, October I weight 56kg -even tho I hit 57kg early this summer. From august to November, 6 weeks average 1200 to 1500 cals, 5 weeks average 1700 to 1950, the rest in between those numbers, none above 2000. Most of those weeks I average above 10k steps, sometimes with additional workouts, often not.

For 3 weeks, I decided to test if a bigger deficit (in case Tdee was lower than expected) would work. Average 1350 calories, 20k steps. 4th week (now) still walking as much, increase calories and had 2 refill days (week averages 1950cals for now).

Still 56kg. Same measurements. Doesnt show any signs that it’s temporary fluctuations. Only variable would be periods, which I haven’t had yet this month.

My question : I expect Tdee to not be accurate (even if, apple fitness wasn’t too off for me in the past), and I expect a certain margin of error when logging (despite being careful). But with such a big deficit, it would have to mean Tdee is drastically lower even while walking 14km a day. Is it possible I’m not in a deficit ? Should I consult ? Did it happen to you ? Thank you !
