Are calorie calculators lying to me?

I've been on a weight loss journey for 15 months now. I'm 33, male, 187cm tall and a type 1 diabetic.

At the start i weighed 186kg, went on a calorie deficit diet of 1500cal (macros 128g protein, 154g carbs, 42g fat) and lost exactly 20kg in 6 months with a sedentary lifestyle (which i know was a lot of water weight), and multiple calcs said that my BMR was at the 2600 area.

After the 20kg loss i bought some smaller clothes, did some research, bought dumbells and decided to do a bit of working out at home to hopefully not lose any more muscle since it was a sedentary diet, and those diets make you lose muscle as well as fat. 6 months after buying the dumbells, i weighed myself and only lost 6kg. My TDEE went up, my diet hasn't changed, and all the calcs said i was 1500 in the deficit, which is more than 1.5kg a WEEK, but i lost 1kg a MONTH.

At the 12 month mark i decided to join a gym, solely to do cardio 3 times a week. Each day is 40-50 minutes of power walking, at a 5.5 incline and 5km/h, which is estimated at around 600-700 calories. I don't use the hand rails or hold onto anything for longer than a few seconds every 3-5 minutes or so to wipe off sweat with my towel. That started 3 months ago, i decided to weigh myself now and lost 4kg, which is 1kg more than doing home workouts that were infinitely easier than the cardio. My calorie deficit for those 3 months was 2000 less than my TDEE which should be 2kg a week, or 24kg in these 3 months, but i've only lost 4kg, less than a quarter of that... I've been eating the exact same foods for 15 months... The more effort i seem to put in, the less i get out of it. Where have i gone wrong?
