Want to gain muscle... while still technically overweight

Howdy y'all! I'm currently about 15lbs down on my weightloss journey, and I've recently been wanting to build up some muscle. I work for a church that runs a soup kitchen, and we rarely have enough volunteers that can do heavy lifting.

I have a 10 year old sister (~70lbs) I can easily lug around, so I can do most tasks required, but I'd love to be able to do it more often and without feeling like I'm gonna die at the end! Also, like, being secretly strong is just my dream lol

Currently I'm: 21 || F || 5'4 || 178lbs

I know a lot of people will llose weight before they bulk back up, but I'm curious if that actually does something or if it's cosmetics? Like if it's just to make muscle mass more prominent or if it's a necessity, y'know?

I'm currently eating about 1.5-1.7k calories a day, with lots of my main meals containing rice, cabbage, and other veggies. I also am on a looser 16/8 fasting 'diet' thing, but I say loose because it's usually my own adhd that has me forgetting to eat breakfast, so I do eat until about 9pm. I go to the gym (Planet Fitness) about 4-6 times a week, usually doing cardio with high inclines or resistance (I have pots so I like to do endurance training). I usually stick to water (with mio), gatorade (gatorlyte cuz pots), and iced tea (because it's summer, duh).

So... yeah! Is it a good idea for me to start strength training, or should I wait to lose more? Do I need more protein, and if so, is protein powder a good substitute for meat (not vegan/vegetarian, just textural issues with most meats)? What are good beginner regiments/schedules? Will my diet need updating? How are y'all getting over anxiety of using weights around reallyyyyyyy buff/fit people? What is... the airspeed velocity of an unladen swallow?
