just wanna lose belly fat

im 21f, about 5'4", and weigh about 145 pounds. ive been struggling with the way my body looks for like two years now--or at least ive been more conscious about it. i actually like my body. i like my thighs, ass, tits, whatever. but its literally just my STOMACH that drives me crazy like i dont know if its a bloating thing, pcos, diet thing, or all of it together. ive been chalking it up to diet because i do have a habit of snacking alot and want to eat more protein n stuff, but im more worried about the exercise aspect because i want to know exactly what to do to get rid of my stomach and make it a little more toned ig. i heard just changing your diet can help but isnt magic itself. i dont wanna be completely flat as i really like the slightly "pudgy" look but right now it literally looks like im a couple months pregnant and it actually pisses me off. im hearing so many diff things like focus on cal deficit, probiotics, weight lifting, apple cider vinegar and all that. im just not sure exactly what to do. i dont really eat atm (and by that i mean ill go all day without eating and eat smth super unhealthy at like 10 pm, or eat a lot of snacks throughout the day). i think my stomach gets worse throughout the day but usually when i wake up i feel like thats when its at its "flattest." im skinny all around literally except for my stomach and its frustrating because i feel like it ruins all my outfits. i was hoping id just have to focus on cardio and eating more protein/fiber but if i have to incorporate weight lifting i dont mind either...im just confused about the specifics.
