Advice: losing inches not weight

I need a bit advice, I'm losing inches but not weight. I understand that normally that'd be indicative of muscle gain but I'm not working out.

I had a baby in January, at first the weight just fell off, then last month it kinda just stalled, admittedly I could and am making further changes, adding in a meal replacement for example as I was just snacking all day up until now (I don't have time to make meals).

But what I'm finding is im dropping clothes sizes, some from an 18 to a 14 (UK size) but only dropped 5kg. I'm getting about 6000 steps in a day with the pram and I try to make sure there's an incline. And then the rest of the day I'm on the floor doing play. I get about 6-8 hours sleep (albeit it is interrupted but just 5 minutes here and there, i dont actually need to get up) per night, I could increase this to 10 hours do you think this would be necessary?

I need to get my BMI to a certain level so I can do fertility treatment so all advice appreciated.

TLDR; why am I losing inches not pounds and is it necessary to increase my sleep or is 8 hours enough?
