Confused about target burn and maintaining g weight.

I’m attempting to shift 0.5kg a week. My food budget is ~1900 and it says my target burn is somewhere around ~2500. That makes sense as a ~600 deficit per day / 4200 per week should do the trick.

I’m getting confused about the detailed description of ‘target burn’. It says that’s what I need to burn to maintain my current weight.

Does that mean evening if I’m sticking to 1900 and burning 2500 I’m still not going to lose weight? Or does the 2500 mean if I wasn’t food budgeting that’s what I’d need to burn.
