Is a 100-200 calorie deficit still effective?

Hi all,

I am 25F, 5'4", 140 lb. BMI about 24 or at the top of "healthy" range I believe, so I realize me wanting to lose more weight may be controversial, as these are "vanity" pounds. GW is around 125-130 lb.

I began learning about CICO back in March and have successfully lost about 3 lb, but I have not been able to eat consistently in a deficit and have plateaued at 140 lb. It has been incredibly difficult even to eat at a 300-400 calorie deficit honestly. I am wondering if a very small deficit, maybe 150-200ish calories per day off my TDEE will still be effective enough for me to continue losing very slowly in the long run. Or would my TDEE adapt to this?

I walk around 15k steps a day so am slightly active but not able to do weight training. I drink plenty of water and have upped my protein intake to about 140 g per day but still eating at maintenance around 1900-2000 cal/day.

Thanks!
