What kind of weight goal makes sense?

I've never been overweight and I never tried to lose weight.

I'm male, 37 years old, and I'm starting at about 78 kilograms at 178 centimeters, so I'm slightly below a BMI of 25, but I've got a big belly (my wife sometimes says I look pregnant), and I never did any substantial strength training in my life, it always felt like torture and I can keep it up for maybe a week before capitulating. I can do maybe 10 push-ups and I can't keep up a weight routine for the life of me. I do haves longer bouts of doing cardio at times. Right now I'm doing about 2 hours on the stepper most days with some rest days in between.

I do want to get that belly fat down and once I'm happy with how much fat I lost I want to try going to an actual gym to start weight training. I feel like it'd be too difficult to lose weight and gain muscle at the same time, and carrying around less weight with me might make strength training easier awell. At least the push ups. So for now I'm focusing on keeping up cardio and just uh... eating less. I don't have any big strategy other than that, I just take smaller portions than usual and make sure I'm always still a bit hungry when I finish a meal. The hunger usually goes away a few minutes after that.

I'm planning to do about 20 weeks of weight loss before starting an attempt at building muscle. If I lose maybe half a kilo a week, that'd put me around 68 kilograms, somewhat in the middle of the BMI range. Does it make sense to go for very low body fat at the 18-19 BMI range or is that just unhealthy?
