What plan is the best for weightloss?

I've realised that I don't really have a plan. I want to lose weight. I do, I need to for my health too. My plan right now is to avoid sweets and obviously unhealthy food, but I have a hard time actually losing weight.

I (23F) weigh 97,6 kg at 168 cm and have been stagnant at this weight for weeks. I've tried counting calories, but I always feel so bad when I do that. I feel good as long as I stick to my calories but I'm ashamed to log the unhealthy food. So I "cheat" on my self. And then I feel dumb and stop. Or I forget one day and then I don't want to continue.

Is it possible to lose weight without counting calories? Anyone here who has done that? I know that I need to change stuff to lose weight, but I feel blind to my own bad habits. But I know that I eat more than I should, otherwise I wouldn't be this overweight.

How do you create better habits? What are better habits? What are some good habits to be a healthier self?

So what plan is actually good for weightloss? How do people do it? Should I try calorie counting for the fivehundred time?
