Healthy BMI but I'm skinny fat

In 1.5 year I lost 50 pounds and right now I'm at healthy weight. I'm 5'3 and 119lbs but I'm far from being satisfied with my body. It's typical skinny fat body and I carry most of the fat in my belly and thighs (these parts are still so big even though I have perfectly healthy weight), meanwhile the upper part of my body is already skinny. Will lifting weights and being on small deficit to lose the remaining fat help?
