Hungry no matter what?

Im 19F, 5'8/173cm and 150lbs/68kg. My plan is to lose 5-8kg. I exercise 2-3 times a week (weightlifting) and try to walk 8000-10 000 steps every day. Im trying to eat 1600 calories, but I keep overeating to about 2000-2200 calories a day. Im just so goddamn hungry. I eat high volume foods and a lot of protein but Im still hungry. I dont understand what Im doing wrong? My maintenace is probably around 1800 so it's only a 200 calorie deficit, how the hell can 1600 not be enough food?
