No difference in waist / upper body

Hi! So I’ve been doing strength training for almost a year now, and still do some cardio a couple of times a week. I’ve definitely been significantly more active this past year. I’m also trying to eat in moderation and not diet, I want to eat in a way that I can sustain for a long time, so I’m trying not to nitpick my calories. My lower body is extremely muscular and toned, but my upper body and my waist in particular has not changed. I’m really frustrated! I think part of it is genes, like Asian people’s weight is in the upper body/gut. I know we can’t spot fat loss, but any tips? I’m trying to be patient, I’ve read that strength training and being stronger and more muscular can naturally lead to a leaner body and smaller waist, but it’s been almost a year and there’s been legitimately no difference, so I’m starting to get frustrated.
